"We have an opportunity to really work on that question here in L.A., to really think about what we need in order to ensure public safety," said Councilwoman Nithya Raman.
"It feels like we're just constantly dealing with an agency that's dragging its feet on a lot of this stuff. And it's beyond frustrating," said Councilman Bob Blumenfield.
